An officer of an Operator shall be in default in complying with, or in contravention of, the provisions referred to in paragraph 19(1) of this Schedule, or of [F1section 1138 of the 2006 Act] as applied by paragraph 18, if, and only if, he knowingly and wilfully authorised or permitted the default or contravention.U.K.
