The Secretary of State, in exercise of the powers conferred on him by sections 7, 10, 22 and 31 of the Misuse of Drugs Act 1971M1 , after consultation with the Advisory Council on the Misuse of Drugs in accordance with section 31(3) of that Act, hereby makes the following Regulations:
