3.—(1) Any reference in any Order made or construed as having been made under the Road Traffic Regulation Act 1984(1) to a Post Office vehicle or vehicle bearing Royal Mail livery which is carrying out functions in pursuance of any statutory duty of the Post Office shall be construed as follows.
(2) Any reference to Post Office vehicle shall be deemed to be a reference to a vehicle of a universal service provider.
(3) Any reference to a vehicle bearing Royal Mail livery shall be deemed to include a reference to a vehicle bearing a livery which is used by a universal service provider.
(4) Any reference to the carrying out of a statutory duty of the Post Office shall be deemed to be a reference to the provision of a universal postal service.
