5.—(1) Subject to sub-paragraph (2) below, no business shall be transacted at any meeting unless at least a third of the membership (the chairman being included for this purpose in the reckoning) is present;
(2) The chairman and at least two members shall be present at the meeting of the Agency which is convened for the purpose of appointing a person to act as the Chief Executive.
