The Secretary of State for Environment, Food and Rural Affairs, in exercise of the powers conferred by section 2 of the Agriculture (Miscellaneous Provisions) Act 1968 and vested in her1, and after consultation (in accordance with section 2 of the said 1968 Act) with such persons appearing to her to represent any interests concerned as she has considered appropriate, hereby makes the following Regulations, a draft of which has been approved by resolution of each House of Parliament:
