The First Secretary of State, in exercise of the powers conferred on him by sections 173(10), 174(4) and 175(1) of the Town and Country Planning Act 19901 and sections 39(4), 40(1), 42(5) and 91(1)(a) of the Planning (Listed Buildings and Conservation Areas) Act 19902 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
