These Regulations increase the fees which are payable under the Goods Vehicles (Licensing of Operators) (Fees) Regulations 1995 and have not been increased since those Regulations came into force on 1st January 1996.
The changes are as follows:

| Fee for the issue of a licence | £250 | £263 |
| Fee for the issue of a publishable variation | £160 | £168 |
| Fee for issue of an interim licence | £42 | £44 |
| Fee for continuation in force of a licence | £250 | £263 |
| Additional fee for motor vehicles specified on the licence (per vehicle per quarter) | ||
| a) if paid 5 yearly in advance | £7 | £7.25 |
| b) if paid annually in advance | £8.50 | £9 |
