In exercise of the powers conferred on the Secretary of State by sections 52(3) and (4), 210(7) and 214 of the Education Act 20021, and after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 19922, the Secretary of State for Education and Skills hereby makes the following Regulations:
