No payment of standards fund grant shall be made except in response to an application from an education authority to the Secretary of State.

An education authority shall, when requested by the Secretary of State, inform her of the approved expenditure in respect of which an application for grant has been made which has been or which it is estimated will be incurred by the education authority during the course of the financial year.
