Independent fostering agencies—duty to secure welfare11
The registered person in respect of an independent fostering agency11 shall ensure that—
a
the welfare of children placed or to be placed with foster parents is safeguarded and promoted at all times; and
b
before making any decision affecting a child placed or to be placed with foster parents due consideration is given to—
i
the child’s wishes and feelings in the light of his age and understanding; and
ii
his religious persuasion, racial origin and cultural and linguistic background.
