The Police Authorities (Best Value) Performance Indicators Order 2002

Explanatory Note

(This note is not part of the Order)

Part I of the Local Government Act 1999 imposes requirements on police authorities, and other authorities, to secure continuous improvement in the way in which their functions are exercised, having regard to a combination of economy, efficiency and effectiveness. Section 4(1) of that Act confers a power on the Secretary of State to specify by Order best value performance indicators applicable to local authorities, police authorities and other authorities. The Local Government (Best Value) Performance Indicators and Performance Standards Order 2001 (S.I. 2001/724) set out performance indicators for best value authorities, including police authorities, but this has now been revoked by the Local Government (Best Value) Performance Indicators and Performance Standards Order 2002 (S.I. 2002/523).

Articles 3 and 4 of this Order specify that the performance indicators set out in Schedules 1 and 2 of this Order are to be included in the indicators by which a police authority’s performance can be measured.

The performance indicators set out in Schedules 1 and 2 are not the only indicators which are applicable to police authorities. The Local Government (Best Value) Performance Indicators and Performance Standards Order 2002 provides for, amongst other indicators and standards, the performance indicators for community safety in article 4, as set out in Schedule 2 to that Order. Those indicators apply to all police authorities in England and Wales in addition to the indicators set out in this Order.
