102.—(1) Any notice or other document to be given or served on any person under or in relation to these Regulations may be given or served either—
(a)by delivering it to that person;
(b)in the case of an incorporated body, by delivering it to their secretary or clerk at their registered or principal office, or by sending it by post to him at that office; or
(c)in the case of any other person, by leaving it, or sending it by post to him, at his usual or last known address.
(2) Where a notice or other document is to be given or served on the owner, proprietor, operator or occupier of any premises and it is not practicable after reasonable enquiry to ascertain the name and address of the person to or on whom it should be given or served, or the premises are unoccupied, the document may be given or served by addressing it to the person concerned by the description of “owner”, “proprietor”, “operator” or “occupier” of the premises (naming them) and—
(a)by delivering it to some person on the premises; or
(b)if there is no person on the premises to whom it can be delivered, by affixing it, or a copy of it, to some conspicuous part of the premises.
103.—(1) The Specified Risk Material Order 1997(1) is amended in accordance with the provisions of Part I of Schedule 8 below.
(2) The Specified Risk Material Regulations 1997(2) are amended in accordance with the provisions of Part II of Schedule 8 below.
104.—(1) Subject to the savings referred to in the remaining provisions of this regulation, the provisions of the Regulations and Orders specified in an entry in the first column of Part I of Schedule 9 below are revoked to the extent specified in the corresponding entry in the second column of that Part of Schedule 9.
(2) Part II of Schedule 9 has effect for the purpose of making savings in respect of things done under the Bovine Spongiform Encephalopathy (No. 2) Order 1996(3) having effect at the coming into force of these Regulations.
(3) Part III of Schedule 9 has effect for the purpose of making savings in respect of things done under the Specified Risk Material Order 1997(4) having effect at the coming into force of these Regulations.
(4) Part IV of Schedule 9 has effect for the purpose of making savings in respect of things done under the Specified Risk Material Regulations 1997(5) having effect at the coming into force of these Regulations.
(5) Part V of Schedule 9 has effect for the purpose of making savings in respect of things done under the Fertilisers (Mammalian Meat and Bone Meal) (Conditions of Manufacture) Regulations 1998(6) having effect at the coming into force of these Regulations.
(6) Part VI of Schedule 9 has effect for the purpose of making savings in respect of things done under the Sheep and Goats Spongiform Encephalopathy Order 1998(7), and the Sheep and Goats Spongiform Encephalopathy Regulations 1998(8), having effect at the coming into force of these Regulations.
(7) Part VII of Schedule 9 has effect for the purpose of making savings in respect of things done under the Bovine Spongiform Encephalopathy (Feeding Stuffs and Surveillance) Regulations 1999(9) having effect at the coming into force of these Regulations.
(8) Part VIII of Schedule 9 has effect for the purpose of making savings in respect of things done under the BSE Monitoring (England) Regulations 2001(10) having effect at the coming into force of these Regulations.
(9) Part IX of Schedule 9 has effect for the purpose of making savings in respect of things done under the Processed Animal Protein (England) Regulations 2001(11) having effect at the coming into force of these Regulations.
