The Secretary of State, in exercise of the powers conferred upon him by sections 9(3) and 67(5) of the Adoption Act 19761 and sections 2(6)(b) and (7), 4(6) and (7)(b) to (i), 139(2), 140(7) and (8) and 142(4) and (5) of, and paragraph 3 of Schedule 4 to, the Adoption and Children Act 20022, and all other powers enabling him in that behalf, hereby makes the following Regulations:
