The following new section is inserted in the Constitution after section 5.

The Governor shall appoint as the Leader of Government Business the Minister who in the opinion of the Governor is the leader in the Legislative Assembly of the party which commands the support of a majority of the elected members of the Assembly, or if there is no such party, the Minister who in the opinion of the Governor has the support of the majority of the elected members of the Assembly.

The Leader of Government Business shall vacate his office if—

a

he ceases to be a Minister in accordance with section 6 of this Constitution; or

b

the Governor, acting in his discretion, revokes his appointment on the ground that he is about to appoint another person as the Leader of Government Business in accordance with subsection (1) of this section.
