The Secretary of State, in exercise of the powers conferred upon him by section 9(2)(f), (3) and (3B) of the Protection of Children Act 19991 and of all other powers enabling him in that behalf, and after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 19922, hereby makes the following Regulations:—
