The First Secretary of State, in exercise of the powers conferred upon him by section 35(5) of the Landlord and Tenant Act 19871 and Schedule 12 to the Commonhold and Leasehold Reform Act 20022, and after consultation with the Council on Tribunals, hereby makes the following Regulations:
