Extension of power to give directions relating to air quality

14.—(1) For the purposes of the implementation of any obligations of the United Kingdom under Council Directive 96/62/EC on ambient air quality assessment and management(1), Council Directive 99/30/EC relating to limit values for sulphur dioxide, nitrogen dioxide and oxides of nitrogen, particulate matter and lead in ambient air(2) and of European Parliament and Council Directive 2000/69/EC relating to the limit values for benzene and carbon monoxide in ambient air(3)—

(a)the Secretary of State shall have the same power to give directions to local authorities in Greater London and to the Mayor of London; and

(b)the Mayor of London shall have the same power to give directions to local authorities in Greater London,

as the Secretary of State has under section 85(5) of the Environment Act 1995(4) in relation to local authorities in England outside Greater London.

(2) The provisions of subsections (6), (6A) and (7) of section 85 of the Environment Act 1995 shall apply to directions given under this regulation as they apply to directions given under that section, and in the case of subsections (6) and (7) as if the Mayor of London were a local authority.
