2.—(1) The Lord Chancellor may appoint a person to carry out the functions of the registrar during any vacancy in that office.
(2) The person appointed under paragraph (1) must, at the time of appointment, be a member of the land registry and also a member of the Senior Civil Service.
(3) Subject to paragraph (4), the person appointed shall carry out the functions of the registrar during any vacancy.
(4) An appointment under paragraph (1) shall cease if the person appointed—
(a)ceases to be a member of the land registry, or
(b)resigns his appointment under paragraph (1) by giving notice in writing to the Lord Chancellor, or
(c)has his appointment revoked by the Lord Chancellor on the grounds of being unable or unfit to discharge the functions of the registrar.
(5) For the purpose of paragraph (2), a person is to be treated as a member of the Senior Civil Service if, at the time of his appointment, he holds a Civil Service grade which is, or is equivalent to, a grade at any time covered by the Senior Civil Service.
