This Order is made under the United Nations Act 1946. It gives effect in Guernsey and Jersey to Resolution 1493, adopted by the Security Council of the United Nations on 28th July 2003. The resolution prohibits the delivery or supply of arms and related material and the provision of assistance, advice and training related to military activities to the territory of North and South Kivu and Ituri in the Democratic Republic of the Congo and to groups in the Democratic Republic of the Congo who are not party to the Global and All Inclusive Agreement on the Transition in the Democratic Republic of the Congo (signed in Pretoria on 17 December 2002).
