The Secretary of State, in exercise of the powers conferred upon him by section 26(2) of the Private Security Industry Act 2001(1), hereby makes the following Order:
1.—(1) This Order may be cited as the Private Security Industry Act 2001 (Commencement No. 2) Order 2003.
(2) In this Order, “the 2001 Act” means the Private Security Industry Act 2001.
2. The following provisions of the 2001 Act shall come into force on 1st November 2003:
(a)section 7 (licensing criteria);
(b)section 8(4)(a) (licences to engage in licensable conduct), for the purposes of making regulations;
(c)section 20 (guidance as to exercise of power of entry).
3. The following provisions of the 2001 Act shall come into force on 1st February 2004:
(a)section 3(3), (4), (5) and (6) (conduct prohibited without a licence) to the extent not already in force;
(b)section 4 (exemptions from licensing requirement) to the extent not already in force;
(c)section 8 (licences to engage in licensable conduct) to the extent not already in force;
(d)section 9 (licence conditions) to the extent not already in force;
(e)section 10 (revocation and modification of licences);
(f)section 11 (appeals in licensing matters);
(g)section 12 (register of licences);
(h)section 13 (licensing at local authority level) to the extent not already in force;
(i)section 19 (powers of entry and inspection);
(j)section 22 (false information);
(k)section 23 (criminal liability of directors etc);
(l)Schedule 2(2) to the extent not already in force.

This Order brings into force the provisions of the Private Security Industry Act 2001 set out in article 2 on 1st November 2003 to the extent specified.
The provisions set out in article 3 are brought into force on 1st February 2004 to the extent specified.
