The Secretary of State for Transport, in exercise of the powers conferred by section 82(4) of the Merchant Shipping Act 1995(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:—
1. These Regulations may be cited as the Merchant Shipping (Merchant Navy Reserve) (Revocation) Regulations 2003 and shall come into force on 15th December 2003.
2. The Merchant Shipping (Merchant Navy Reserve) Regulations 1989(2) are hereby revoked.

These Regulations revoke the Merchant Shipping (Merchant Navy Reserve) Regulations 1989 (“the principal Regulations”) (S.I. 1989/662).
The Merchant Navy Reserve was formed in 1989 in order to create a pool of ex-Merchant Navy seafarers who would be available if appropriate in the light of the state of international tension and the need to prepare for the defence of the realm. The principal Regulations made certain arrangements for the operation of the Merchant Navy Reserve and made it an offence to contravene the requirements of those Regulations in relation to reporting for duty and subsequent service.
Following a series of Ministry of Defence reviews, the Merchant Navy Reserve scheme was disbanded on 23rd May 2000.
