Coming into force

Whereas a draft of these Regulations has been laid before Parliament and approved by each House of Parliament in pursuance of section 7A(5) of the Vehicle Excise and Registration Act 19941;

Now, therefore, the Secretary of State for Transport, in exercise of the powers conferred by sections 7A and 57(2) of the aforesaid Act of 1994 and of all other powers enabling him in that behalf and with the consent of the Treasury, hereby makes the following Regulations:
