The Secretary of State for Transport, in exercise of the powers conferred upon him by sections 7(1), (2) and (9), 20(1), (2) and (8), 24(1), (2) and (8), 49(2), (3), (4) and (5) and 151(5) of the Railways Act 19931, and after the consultation required by sections 7(1) and 20(1) of that Act, hereby makes the following Order:
