The following provisions of the Act shall not come into force on 1st May 2004:

Section 5(1)(b); and
b
In Section 5(2), the words “or Article 9 (if it falls within subsection (1)(b))” and “procedural arrangements for wide-area environmental sampling approved under Article 9”.
