Whereas a draft of this Order has been laid before Parliament and approved by each House of Parliament in pursuance of section 277(3) of the Transport Act 20001.

Now, therefore the Secretary of State for Transport, in exercise of the powers conferred by section 277(1) of that Act, hereby makes the following Order:
