The Secretary of State for Transport, in exercise of the powers conferred by sections 22(1)(h) and (i) and 57(1), (2)(a) and (3)(b) of the Vehicle Excise and Registration Act 19941, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
