3.—(1) This Order applies to the whole of the county of Lancashire excluding the roads specified in Schedule 1.
(2) In Part 1 of Schedule 1, the roads specified in the first column are excluded for the length specified in the second column, by reference to the area of the whole of the county of Lancashire.
(3) In Part 2 of Schedule 1, the roads specified in the second column are excluded for the length specified in the third column, by reference to the area specified in the first column.
