Any person may make representations on the changes the Secretary of State proposes to make by sending them to the address and, where appropriate, the person specified pursuant to regulation 41(2) within the period of 6 weeks starting on the day on which the Secretary of State complies with regulation 41(1).

Before the Secretary of State complies with section 21(9)(a) he must consider any representations made in accordance with paragraph (1).
