The Secretary of State for Transport, in exercise of the powers conferred upon him by sections 7(6), 22(1), (1C) and (2) of the Vehicle Excise and Registration Act 1994(1), hereby makes the following Regulations:

1994 c. 22; section 7(6) was amended by the Finance Act 1996 (c. 8) Schedule 2 paragraph 2(1) and (4); relevant amendments to section 22(1) were made by the Finance Act 1995 (c. 4) Schedule 4 paragraph 34 and the Finance Act 1996 Schedule 2 paragraph 4; section 22(1C) was introduced by the Finance Act 1996 Schedule 2 paragraph 6.
