In exercise of the powers conferred on the Secretary of State by sections 24, 28(1) and (2) and 138(7) and (8) of and paragraph 5 of Schedule 4, paragraph 5 of Schedule 5, paragraph 3 of Schedule 6 and paragraphs 8 and 9 of Schedule 7 to, the School Standards and Framework Act 19981, the Secretary of State for Education and Skills, after consultation with the Council of Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992 2, hereby makes the following Regulations:
