Whereas a draft of these Regulations has been approved by resolution of both Houses of Parliament in pursuance of section 82(2) of the Freedom of Information Act 20001;

Now, therefore, the Secretary of State, in exercise of the powers conferred2 by section 10(4) and (5) of the Freedom of Information Act 2000, hereby makes the following Regulations:
