The Secretary of State, in exercise of the powers conferred upon her by section 135(2), (3) and (4) of the Water Resources Act 1991(1), and in accordance with the requirements of section 135(3) of that Act, hereby makes the following Order:
1.—(1) This Order may be cited as the General Drainage Charges (Anglian Region) Order 2004 and shall come into force on 22nd March 2004.
(2) The General Drainage Charges (Anglian Region) Order 1990(2) is hereby revoked.
2. — For the purposes of ascertaining the amount per hectare at which a general drainage charge may be raised by the Environment Agency under section 134 of the Water Resources Act 1991 for a local flood defence district specified in the first column of the Schedule for the year ending 31st March 2005 or any subsequent year, the number by which the relevant quotient(3) is to be multiplied (as well as being multiplied by one penny) shall be the number shown in the second column of the Schedule in respect of the district in question.

This Order concerns general drainage charges that may be raised by the Environment Agency in the local flood defence districts within the Agency’s Anglian region for the year ending 31st March 2004 or any subsequent year ending on 31st March. It specifies in relation to each local flood defence district of that region a factor to be applied in the formula determined under section 135(2) of the Water Resources Act 1991 for ascertaining the amount of the general drainage charge raised by the Authority for any such district.

The relevant quotient is determined, under section 135(7) of the Water Resources Act 1991, in accordance with rules set out in the General Drainage Charges (Relevant Quotient) Regulations 1993 (S.I. 1993/165), as amended by the Environment Act 1995, s 120 and Schedule 22, paragraph 233(1).
