The Secretary of State for Education and Skills, in exercise of the powers conferred upon him by sections 494 and 569 of the Education Act 19961 and sections 52 and 210 of the Education Act 20022 and after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 19923 hereby makes the following Regulations:
