1.—(1) These Regulations may be cited as the Local Authorities (Capital Finance and Accounting) (Amendment) (England) Regulations 2004 and shall come into force on 1st April 2004.
(2) These Regulations apply only in relation to local authorities in England(1).
(3) In these Regulations, “the Principal Regulations” means the Local Authorities (Capital Finance and Accounting) (England) Regulations 2003(2).
As regards the application of Part 1 of the Local Government Act 2003 to Wales, see section 24 of that Act.
