17. An officer may direct a jobseeker to participate in an employment zone programme if the jobseeker—
(a)has been entitled to a jobseeker’s allowance for a continuous period of at least three months in the period immediately preceding the date on which the direction is made; or
(b)has participated in an employment zone programme pursuant to these Regulations or other regulations made pursuant to section 60 of the Welfare Reform and Pensions Act 1999 M1 (special schemes for claimants for jobseeker’s allowance) in the previous 12 months but did not complete the programme.
