The Secretary of State for Health, after consultation with the Scottish Ministers, the Department of Health, Social Services and Public Safety in Northern Ireland and the National Assembly for Wales, in exercise of the powers conferred upon him by section 12(1) and (2) of the Health Protection Agency Act 20041 and of all other powers enabling him in that behalf, hereby makes the following Order:
