3. This Order applies to the whole of the borough of Hartlepool except—
(a)the entire length of the A19, including those parts of its off slip road to the roundabout junction with the A689 and A1185, within the borough;
(b)the A178 from its junction with Graythorp Road to the southern boundary of the borough;
(c)the A179 from its junction with Hart Lane roundabout to the western boundary of the borough; and
(d)the two lengths of the A689, from its junction with High Street, Greatham heading westwards to the western boundary of the borough, where that road falls within the borough.
