The Secretary of State, in exercise of the powers conferred upon him by sections 7, 10, 22 and 31 of the Misuse of Drugs Act 19711, having consulted the Advisory Council on the Misuse of Drugs in accordance with section 31(3) of that Act, hereby makes the following Regulations:
