The Secretary of State, in exercise of the powers conferred by section 77(1) and (2)(f) of the Anti-terrorism, Crime and Security Act 2001(1), and after consulting the Health and Safety Commission and such other persons as he considers appropriate (in accordance with section 77(5) of that Act of 2001), hereby makes the following Regulations:—
