Whereas a draft of this instrument has been laid before Parliament in accordance with section 7(4) of the Age-Related Payments Act 2004 M1 and approved by a resolution of each House of Parliament;
Now, therefore, the Secretary of State for Work and Pensions, in exercise of the powers conferred upon him by section 7 of the Age-Related Payments Act 2004, after agreement by the Social Security Advisory Committee that proposals to make these Regulations should not be referred to it M2, hereby makes the following Regulations:

Section 7(5) of the Age-Related Payments Act 2004 amended section 170(5) of the Social Security Administration Act 1992 to provide for regulations made under section 7 to be subject to prior consultation with the Social Security Advisory Committee.
