The Secretary of State for Education and Skills in exercise of the powers conferred by section 79E(2) of the Children Act 1989(1) hereby makes the following Regulations:

1989 c. 41. Section 79E was inserted by section 79(1) of the Care Standards Act 2000 (c. 14).
