Whereas it appears to the Secretary of State that the Consumer Council for Water represents the interests of consumers and satisfies the other criteria published by the Secretary of State pursuant to section 11(6) of the Enterprise Act 20021;

Now, therefore, the Secretary of State in exercise of the powers conferred on her by section 11 of the Enterprise Act 2002 hereby makes the following Order:
