Power of the Secretary of State to enter into agreementsU.K.

26.—(1) For the purposes of implementing the detailed rules of Article 5(4) of the Directive the Secretary of State may enter into agreements with —

(a)one or more producers;

(b)organisations which represent the interests of the relevant producers.

(2) The Secretary of State shall not enter into an agreement unless she is satisfied that it will achieve one or more of the objectives set out in Article 1 of the Directive, that is to say —

(a)the prevention of waste from vehicles;

(b)the reuse, recycling and other forms of recovery of end-of-life vehicles and their components so as to reduce the disposal of waste; and

(c)the improvement in the environmental performance of all the economic operators involved in the life cycle of vehicles, especially the operators directly involved in the treatment of end-of-life vehicles.
