Subject to regulation 58 below and paragraph (2) of this regulation, the United Kingdom competent body which issued a technical report or technical certificate shall withdraw that report or certificate as the case may be if it appears that the apparatus to which it relates does not conform with the protection requirements.

A withdrawal of a technical report or technical certificate shall be by notice in writing stating the reasons for the withdrawal.
