The Secretary of State for Work and Pensions, in exercise of the powers conferred upon him by sections 49D(1) and (2) and 67(2) and (3) of the Disability Discrimination Act 19951, after consultation with the National Assembly for Wales and with the consent of the Assembly, after consultation with the Scottish Ministers and with the Disability Rights Commission2, makes the following Regulations:
