The Secretary of State, being a Minister designated M1 for the purposes of section 2(2) of the European Communities Act 1972 M2, in relation to matters relating to personal and occupational pensions makes the following Regulations in exercise of the powers conferred by section 2(2) of that Act and sections 60(2)(h), 223(1)(b), 232, 315(2) and (5) and 318(1) of the Pensions Act 2004 M3.

In accordance with section 317(1) of the Pensions Act 2004 he has consulted with such persons as he considers appropriate.
