The Private Security Industry Act 2001 (Designated Activities) Order 2005 (“the 2005 Order”) designated under section 3(3) of the Private Security Industry Act 2001 the activities of wheel clamping and the blocking in and towing away of vehicles in certain circumstance for the purposes of section 3 of that Act (conduct prohibited without a licence) as of 28th February 2005. By revoking the 2005 Order before it comes into force it will not, from 28th February 2005, be an offence to engage in the activities of wheel clamping or the blocking in or towing away of vehicles without a licence. The activities of wheel clamping and blocking in and towing away vehicles will be designated at a future date by a separate designation order.
