The Secretary of State for Work and Pensions, in exercise of the powers conferred upon him by sections 12C(1)(a), 20(1) and (2), 28(2)(b), 68D, 181(1) and 182(2) and (3) of the Pension Schemes Act 19931, and of all other powers enabling him in that behalf, having consulted such persons as he considers appropriate2, hereby makes the following Regulations:
