The Secretary of State, in exercise of the powers conferred by paragraphs 2(1) and 3 of Schedule 3A to the National Lottery etc. Act 19931, and having received an application made for the purpose by the National Lottery Charities Board and the New Opportunities Fund, hereby makes the following Order:
