Where an inspector considers that a test of a cold-water meter is necessary, otherwise than for the purposes of regulation 22(3), he may require the person who has control of the instrument, or whom he has reasonable cause to believe has control of it, to provide to him such equipment, materials, qualified personnel or other assistance as the inspector may reasonably require.

Every cold-water meter submitted for testing shall be in a clean condition.
